ROCKINGHAM COUNTY GUN CLUB

  RULES, REGULATIONS, AND POLICIES

  

The Rockingham County Gun Club is managed by a 13-person Board of Directors elected by the members. The Board, consisting of four Officers and nine Directors, is responsible for the day-to-day operation of the Club. The Board of Directors meets once a month on the first Tuesday of each month at 7:00 PM, except July, to discuss any and all Club business that needs to be addressed, short-term needs as well as long-term planning. There are two General Membership Meetings per year, one in the summer on the first Monday in June, and the Annual Membership Meeting, which is held on the first Monday in December. Any member is welcome to attend any Board meeting if they wish to address the Board about a particular concern about the Club.

They must contact the Club Secretary to be placed on the Agenda.

  The Rockingham County Gun Club is a private club and not open to the public.

Newsletter - The club issues a newsletter 11 times per year, each issued the week following a Board meeting. It is the official publication of the Club and all rules changes, match schedules, range closings, etc. will appear only in the newsletter.  You can receive it either by e-mail or USPS. The Club strongly urges you to sign up for e-mail delivery.  It costs us just under $5.00 per year per member for mailing by USPS and we are now having to mail by USPS some 300 copies at a cost of postage and paper alone of around $1,500.00 annually, This does not include costs of printing and the labor involved each month in preparing these copies for mailing. Contact Lil Alverson to sign up for e-mail delivery and to make any e-mail changes.

 Changes in Address, etc.  -  If you have any change in home address or phone number, contact Guy Cooter, Secretary, as soon as possible as he maintains the Club membership database. The Club is not responsible for your missing mail if you move and do not advise RCGC of your new address. You can phone, e-mail, or write him, but let Guy know your new address. It is solely your responsibility to let us know. Contact only Guy for any questions about ID cards.

ANNUAL DUES MUST BE PAID BY OCTOBER 31 OF EACH YEAR. A reminder will be posted in the August, September and October newsletters but no bills will be sent out.

 RANGE SAFETY RULES

ALL FIREARMSmust have their CHAMBERS EMPTY and ACTIONS OPEN
at all times from the time they are taken out of the vehicle or case. There are only three exceptions to the ACTIONS OPEN rule:

1.       When you are on a station or at a firing point facing down range, and it is your turn to shoot or you are preparing to shoot.

2.   Hinge guns, that is, break-action guns, when they are standing in a rack

3,   Revolvers, when they are in a holster (cylinder must still be empty).

Revolvers in a holster and muzzleloaders shall have their hammer all the way down, and the hammer shall not be left in a half-cock position. Magazines shall be removed from automatic weapons, the chamber cleared to insure that there is no cartridge remaining in the chamber, and the slide locked in an open position.

EYE AND EAR PROTECTION IS MANDATORY for anyone shooting on any range at this Club, assisting a shooter on any range, refereeing any registered match, or otherwise on the firing line for any reason. This applies 24/365, and applies whether you are shooting in a registered event or engaged in casual or recreational shooting.

When anyone is in front of the firing line for any reason, no firing is allowed and all firearms on the firing line, without exception, are to have their actions open. It is the sole responsibility of the person wishing to go down range to advise the other shooters present of his/her intentions and to wait until the other shooters can pause in their shooting before proceeding in front of the firing line.

On the High Power Rifle Range, any time anyone goes in front of the benches, the flashing red warning lights are to be turned on and will be left on until the last person has returned to the firing line.  WHEN THESE RED LIGHTS ARE FLASHING, ALL ACTIONS MUST BE OPEN, NO ONE MAY SIT AT A BENCH, AND NO ONE IS TO SHOULDER OR DRY-FIRE ANY WEAPON.

All loaded weapons are to be pointed downrange at all times. In the event of a firing malfunction, the weapon’s muzzle must be kept pointed down range until the malfunction is corrected.

Some self-loading firearms, mainly some .22 LR rifles, do not lock open after the last cartridge is fired. It is the owner’s responsibility to devise some way to keep the bolt open when this type of firearm is not in use; otherwise, do not bring them to the range.

On the high-power rifle range and the 50-meter pistol/rimfire range, all shooting is to be done only from the firing line. The elevation of the firearm should never be over the backstop or below the target carrier.

On the high-power rifle range, targets must be placed on either the 100-yard target frame or the 200-yard target frame. No targets may be placed at any other distance.

No weapons chambered for the .50 caliber BMG cartridge or its variants nor any fully automatic weapons of any caliber may be brought on to the Club property

The largest shot size that may be used on either the skeet fields or trap range is #7½'s. Larger shot sizes can only be used on the patterning board and shotgun slugs are to be used only on the 50-meter/rimfire range.

The 50-meter range is closed to the use of any rifles while any pistol competition is in progress. Check the newsletter events schedule for pistol events if you plan on target shooting with a .22 LR rifle.

Do not crossfire on any rifle or pistol range. Keep your line of fire between the berms and directed only towards the backstop. 

Under no circumstances attempt to operate the trap and skeet trap machines until you have been shown how to operate a trap by a competent shooter, knowledgeable in the safety and operation of the trap machines. 

While you now have a set of general safety rules for the Club, each discipline has additional rules addressing the particular needs of that range. Those range-specific rules are posted prominently on each range and it is you responsibility to read them and follow them. Just as in a court of law, ignorance of the rules is no excuse.

 GENERAL RANGE RULES

THE POSSESION OF ALCOHOL OR ILLEGAL DRUGS ANYWHERE ON THE RANGES AT ANY TIME BY ANY PERSON IS PROHIBITED.  IF YOU HAVE BEEN DRINKING, DO NOT ENTER THE CLUB PROPERTY.

Lock the gate when you leave if you are the last person to leave the range. Drive over to the other side of the Club to see if anyone is there; it only takes three or four minutes. It is recommended that you lock the gate behind you when you come in if there are no other members already on the ranges. This is for your self-protection, to keep trespassers out.

Trap and skeet machines are to be shut down and arm tension released as you will be shown, the control systems stored in the trap houses, and the traps are to be always left completely loaded with targets. Empty target boxes are to be taken to the dumpster.

There are trash containers at every range and all small trash is to be put in them. Bulky trash items such as target boxes, discarded targets, etc., are to be put in the dumpster located at the pistol pits. Please break down the boxes before you put them in the dumpster,Do not leave them in the skeet or trap houses,carry them to the Box provided at each range or carry them to the Dumpster.

Do not attach targets to the target frames under any circumstances. The Club provides target carriers, plywood or cardboard, and you are to attach all targets to the carriers, and then hang the carriers on the target frames.

Rifle and pistol shooters must provide their own targets. Only paper targets are allowed. Shooting at cans, bottles, pie plates, etc. on any range is expressly prohibited.  Spent brass is to be picked up and placed in the trash receptacles if you do not plan to reload it.

Shotgunners, you are to pick up your empty hulls on the trap and skeet ranges, the patterning board, and on the 50 meter/rimfire range if you are there sighting in a slug load. You put them there; you pick them up.

No ATVs are allowed on the Club property at any time. Keep your vehicle on the roads or in the parking areas. Speed limit on the Club property is 10 MPH. Only maintenance vehicles and those distributing clay targets are allowed on the ranges themselves.

Do not operate either the John Deere tractor or either of the Toro mowers until you have been thoroughly instructed in their use. You must be approved to operate these machines before you are allowed to do so.

Hunting is not allowed on the Club property at any time.

ID cards must be with you and presented if ask for,    anytime you are on Club property. They are not to be lent to anyone else at any time for any reason.

 

FEES, MEMBERSHIP AND GUEST POLICIES

The Club charges members $2.50 per round for a 25-target round of skeet or trap. Guests are charged $4.00 per 25 targets. There is no charge for using the rifle or pistol facilities.

When you have finished shooting skeet or trap, note in the logbook located at each range the date, your name, whether member or guest, the number of rounds, fired and the total. You can pay any Board member present, use the lockbox and envelopes located at each range, or send a check to the Club at P.O. Box. Indicate on the check how many rounds of skeet or trap your payment represents. Be sure to note on your entry in the log book that you have paid the amount shown; otherwise it will be assumed that you have not paid for those rounds. DO NOT LEAVE CASH OR CHECKS ANYWHERE ON THE RANGE EXCEPT IN THE LOCKBOXES.

The spouse, children under 18 living at home and dependents are allowed to use the facilities provided that the member is accompanying them. They are allowed to shoot skeet and trap at the member rates.

You may bring, and are encouraged to bring, guests to see the facilities and to try everything they would like to shoot. YOU are solely responsible for all of your guests’ actions while they are at the Club and are responsible for seeing that their fees are paid if they shoot skeet or trap. You must accompany the guests at all times.

Guests may be brought for up to three visits. After that they should be interested in joining or you should not bring them again. Attendance by the guest at organized events does not count as part of the three visits. The three visits do not necessarily have to be with same member. They can be three visits with one member or one visit each with three different members, but three is three.

The lock combination is not to be shared with anyone else. You have just paid $200 plus dues for the privilege of getting the combination, why should you share it with a moocher for nothing?

Handicapped Parking Area  - There is a handicapped ramp and parking area adjacent to the firing line on the high power rifle range. This is for the exclusive use of members who have been issued a handicapped license plate by any state. NO OTHER CLUB MEMBER IS TO USE THE HANDICAPPED PARKING AREA AT ANY TIME, FOR ANY REASON, EVEN MOMENTARILY, FOR LOADING/UNLOADING, ETC.. The person to whom the handicapped plates are issued must be present in the vehicle.

RANGE SAFETY IS ABSOLUTELY CRITICAL AND MUST BE ADHERED TO AT ALL TIMES.  The Board will tolerate no unsafe actions at any time and will not hesitate to discipline anyone found committing such safety violations.

  

Any Group requesting use of club must submit a written request 60 Days prior to Date requesting use of club.  All requests must be in writing to the Club Secretary and approved by the Board of Directors.  There are no exceptions,Youth(under age 21) Must be under supervision of Parent or Guardian to use the pistol range to fire any hand gun,The pistol Ranges are closed to youth groups unless they meet the above rule.
